Summary0000803: 北京电话终端号误伤自助机退资
Description

1.7.15更新了北京电话的识别，但40开头的终端号与部分北京PASS自助机终端号相同，造成误伤。
建议电话的终端号只判断北京一卡通本地卡；电话只能刷本地卡，不能刷交联

这个问题需要厘清的是电话和自助终端的号段到底有没有不同，还是说他们实际上是同类终端。

建议 40007xxx 终端号作为公用电话（本人尝试过几次北京市内公话 PSAM 号均为此开头，但也许仍需更多样本）
